This is a little complex. I don’t know if anything will be reversed administratively. That is completely up to the agencies later on if things can be undone by the next Commander in Chief or whoever has the authority to do so. I don’t know why they would, or at least, don’t see a need for it because…
In another context, I doubt the people that left would ever come back. I mean they probably retired, got another job, etc. I do believe that there is a huge emotional, mental, or other damage associated to their lives, and I doubt they would come back to what “broke” them. I can’t speak on their behalf of course.
