On Tuesday, the Trump administration's OMB argued that furloughed federal employees were not guaranteed back pay for future shutdowns, despite a 2019 law. However, on Wednesday, the IRS and other agencies began sending out furlough notices which explicitly stated that the Government Employee Fair Treatment Act of 2019 requires furloughed federal employees to be compensated for the period of the lapse in appropriations. This provided written assurance of back pay to tens of thousands of federal workers, contradicting the administration's earlier stance.
