Approximately one-third of CISA's staff has been terminated or offered deferred resignations this year, with many DHS employees reassigned to border security and deportation priorities. Donaghy, at CISA since 2016, held various leadership roles; it's unclear if her move is voluntary. CISA's acting director praised her service, while the Stakeholder Engagement unit saw nearly all staff terminated and Infrastructure Security faces phase-outs in sub-branches like chemical security.
